SB2 Litigation Update – January 6, 2024: On December 20, 2023, a federal trial court in California granted a preliminary injunction staying the enforcement of certain aspects of PC 26230, which otherwise would have gone into effect in its entirety on January 1, 2024. The court enjoined subdivisions (a)(7)-(13), (a)(15)-(17), (a)(19)-(20), and (a)(22), (23) and (26). Therefore, the only subdivisions of PC 26230 that will go into effect in January 2024 are subdivisions (a)(1)-(6), (a)(14), (a)(18), (a)(21), (a)(24)-(25), and (a)(27)-(29). Note, however, that the federal court struck prohibitions, even as to those sites, on the ability of a CCW-licensee to carry a firearm in a parking area of those locations. On December 30, 2023, the 9th Circuit Court of Appeals granted a “stay” on the preliminary injunction from taking effect, which would have allowed for SB 2 to take effect in its entirety January 1, 2024. However, subsequently, on January 6, 2024, the 9th Circuit Court of Appeals reversed its initial ruling, thus allowing the trial court’s preliminary injunction to take effect, as referenced above. On September 6, 2024, a federal appeals court published a ruling stating that California cannot ban firearms at certain locations, but property owners can. In the decision by the United States 9th Circuit Court of Appeals, the Court ruled that the State of California’s prohibition of carrying firearms in financial institutions, places of worship, medical facilities, and on public transit would not meet the constitutional standard set in the 2022 United States Supreme Court Bruen ruling.
Concealed Carry Weapon (CCW) Application Guidelines
The LAPD will issue a CCW license to an applicant upon a finding that he/she is at least 21 years of age, and:
(1) Is a resident of the City of Los Angeles (LAPD Jurisdiction);
(2) Is not a disqualified person as defined by Penal Code section 26202; and,
(3) Has completed a course of training acceptable to the Department, as described in Penal Code Section 26165, AFTER the person has been approved by the Chief of Police for a CCW license.
Please note that although Penal Code Section 26155 also contains a requirement that an applicant demonstrate that “good cause” exists for the issuance of a CCW license, the U.S. Supreme Court’s ruling in New York State Rifle & Pistol Association v. Bruen held that New York’s similar “proper cause” requirement was unconstitutional. Therefore, pursuant to Bruen, LAPD will not enforce the “good cause” requirement and will not require an applicant to demonstrate “good cause” to qualify for a CCW license.

You will receive a confirmation email notifying you that your request was received and your information has been added to the waitlist. Once we reach your position on the waitlist, you will receive an email with a link to apply for a CCW. You do not need to submit any documents at this time. CCW applications are completed online and all necessary documentation must be uploaded electronically. Please note that, due to the high volume of CCW requests, we do not offer an expediated process. To keep a fair and impartial system, we operate on a first come first serve basis.
Non-California Residents
Under the Order, residents of U.S. states and territories other than California at least 21 years of age with a valid out of state identification card, will be eligible to apply for a California CCW license under Penal Code sections 26150 through 26235, only if they are not otherwise prohibited from possessing firearms under federal or Californi law.
You must apply and attest, under oath to the issuing agency of the jurisdiction you intend to spend time within the subsequent 12 months and be the recorded owner, with the Department of Justice, of the firearm for which the license will be issued.
Renewals Only:
Current Los Angeles City residents with a current LAPD CCW who wish to renew their permit, shall complete their application online at the below Permititum link 90 days prior to the expiration of their LAPD CCW. Renewals are handled on a first come first serve basis, applications received after the 90 days are not guaranteed to be renewed before the expiration date.
